
Harmony Police Chief Bob Siverwright said officers were called to 2628 Lenz around 10 p.m. Tuesday night. When they arrive, he said the female victim was in a neighbor's house next door.
A male who was walking his dog reported seeing a man out in the front yard with a rifle. Officers knocked on the door, but Siverwright said Rankin refused to come out.
"With a witness telling us that he had a rifle, the officers secured the area and they called for back up," he said.
The Beaver County SWAT team responded and eventually used a ram to open the door. After a six-hour stand off, he said Rankin came through the door peacefully. Officers left the scene about 4 a.m.
Rankin was taken to the police station, where he told authorities he was passed out sleeping and didn't know police were at the house. The victim told officers Rankin had been drinking heavily.
Rankin remained in the Beaver County Jail Wednesday night on $25,000 bond, according to court records.
