Police say he hit house after house on Schiller Street in Baden over a span of eight months.  After having a forensic audit completed, state police refiled previously dismissed charges against Mann, and allege that he stole $67,788 from the borough through fraudulent time sheets.
 The 200 block of Ambridge's Wagner Ave. is a narrow, one-way street in the historic district, running between Church St. and Merchant St. The block is lined with a few modest non-Harmonist houses and not heavily traveled.
 Police on Wednesday filed additional charges against a Beaver County police chief already facing charges of theft, fraud and threatening his own officers, court records show.
The new charges against James Mann, 61, include felony counts of theft, witness intimidation and threatening harm to influence the judicial process, along with several misdemeanors. Many rumors have been passed around the community that unfairly damage the character and reputation of the Bourgh Council and Manager. These public servants have performed their duties without being given the opportunity to explain their actions and intentions due to laws that forbid public comment without jeopardizing the borough. It is sincerely hoped that this letter to the community will set the record straight. Every Ambridge Citizen, Police Officer, employee, and official is a valued part the community. There are procedures, processes, and rights of all that need to be protected and embraced . Due process takes time and we too are frustrated .
