Councilman Michael Mikulich said Lemon gave personal attention to the damaged honor roll, built in 1948, after Mikulich mentioned the problems.
"Frank donated money out of his own pocket to get that roof fixed because it was destroying the inside of that honor roll," said Mikulich, a veteran and member of American Legion Post 341.
1st Sgt. Carl Curtis, the 26th district deputy commander of the American Legion, and Mike Quinn, commander of Ambridge Post 341 joined to present the award.
"This certificate of appreciation is gratefully presented to Frank E. Lemon in recognition and sincere appreciation of outstanding service and assistance," said Quinn, who also presented Lemon a card to the post.
Lemon said he wanted to contribute on behalf of his great-grandfather, grandfather, father, brothers and several of his cousins, one of which is on the honor roll. All served in the military, he said.
A service for veterans will take place in the park on Memorial Day, May 26.
