Harmony Township Public Services During COVID-19

​HARMONY TOWNSHIP PARK CLOSURES. To help control the spread of Covid 19, the
Harmony Township Parks located on Essex Street in Beyersdale, Beaver Road and on Valley
Road are closed until further notice. All are advised that playground equipment has been taped
off and parents are asked to instruct children not to enter upon any equipment. They are off
limits. Any open field space may be utilized but please follows standards of physical distancing
as a practice. Also, if you use the space to walk dogs please be courteous to others and pick up
and properly dispose of waste.

The Harmony Township Commissioners are providing the following information to assist the residents, visitors and businesses located in the Township with information we hope will be helpful as a result of the Corona Virus or Covid 19. The Commissioners emphasize that the top priority is the safety of the Township residents, Township businesses and our employees in the most effective way possible. 
Declaration of Disaster Emergency. The Board of Commissioners held a conference call in order to conduct general business to facilitate the normal and necessary operations of the Township. As a result of the corona virus and an effort to practice physical distancing the Commissioners felt it was best to proceed in this manner. All actions will be ratified at a future public meeting.

The Board of Commissioners adopted the Declaration of Disaster Emergency and filed the document with the County, State and Federal emergency management agencies. The filing of the declaration may permit the Township to receive assistance from the County, State and Federal governmental agencies should it become necessary and should the resources become available.

The declaration also permits the Township to take action and make purchases that otherwise would not be permitted during the normal course of operations and practice. The Township Emergency Management Coordinator will be involved with directing a course of action that represents the best interest of all parties should the need arise.
Township Offices Closed. In accordance with the recommendations of Governor Wolf and the CDC, the Township offices have been closed. Initially, the Commissioners closed the offices to the general public however it was later determined to suspend some Township operations except where emergency measures need to be implemented and to maintain operations. The Township Manager and other representatives will be available through email [email protected] and phone at 724-266-1910. If there is a non-emergency condition or complaint please go to our webpage, harmonytwp.com and complete the Report It Yourself form.

Township Police. As reported earlier in a post to Township residents and businesses, current circumstances have caused the Police to modify the regular routines and policies of the department. Harmony Township Police will continue to patrol, and protect all residents, businesses and visitors to the Township. Our officers will practice physical distancing consistent with the recommendations of the Governor’s office and the CDC.

In the event of an emergency call 9-1-1 where an individual or a situation is life threatening or where a person(s) is in immediate danger. For all non-emergency calls, use the non-emergency number at 724-251-2101 and request a call back from an officer. The officer returning the call will make the determination if a police response is necessary.
 The Township Public Works will be available to address emergency situations at the recommendation of the Police. Persons requiring smoke and dye testing for the sale of property or the like, we ask that you be patient and that you direct inquiries to the Township Manager

Code Enforcement representatives will not be immediately available for consultation or to perform rental inspections and the like. Please feel free to email the Township Managers office and the inquiries and messages will be channeled to the proper parties.

Sewer Service Collections. Those owing for sewer service for the 4th quarter and prior will be receiving notice of the outstanding charges. Payments can be made through the Township webpage or at the Township Building Drop Box. Should you require assistance please contact the Township Offices. The next quarter sewer service billing is expected to be issued in the next few weeks.

Real Estate Tax Collections. For questions regarding real estate tax, you may feel free to contact the Township Tax Officer, Paula Winne during her regular office hours or at 724-266-5890.

Valley Waste Operations. Valley has advised the Township that they do not anticipate the Covid 19 to have an impact on their operations. Minor disruptions such as later than normal pickup times or longer call hold times may arise.  One may ask, how should household waste that comes from the home of a patient with COVID-19 be managed?  Based on guidance provided by the Centers for Disease Control (CDC), waste from a household can be managed as they typically would be for the flu. Make sure trash is all bagged and sealed. Because the COVID-19 virus is not a Category A infectious substance, no special precautions are necessary.

As we enter Spring and signs of rebirth surround us, we are still reminded that the last several days and the weeks to come may present new challenges to us all. The Township Commissioners strongly recommend that certain practices be considered: Follow good personal and family hygiene practices, wash your hands and do not touch your face! Practice physical distancing when shopping or situations where travel is necessary. If you do not have to travel, stay at home. Exercise is good but practice physical distancing and please remember to keep dogs on a leash and to pick up dog waste. Practice physical distancing but do not be socially distant, contact your neighbors, especially if they are elderly and practice responsible measures to stay in social contact with friends and family.
